Hong Kong-born Shi Leung took over Red Plate in 2023 from founding culinary director Yip "Sam" Cheung — Leung has thirty-plus years across Hong Kong kitchens and rose through MGM Resorts on the Strip, including The Mansion at MGM Grand. The kitchen runs refined Cantonese with A5 Kagoshima and live Alaskan king crab programs; World's 50 Best Discovery listed the room for its work. The Boulevard Tower setting reads as the Cosmopolitan's most-finished dining-room space, intimate enough that Leung's program register comes through clean. For serious Cantonese cooking in a hotel that historically doesn't get much credit for it.
